SIIG ATA 66 controller is slooooow

I just tried playing a DVD with the drive hooked up to my SIIG Ultra ATA/66 PCI controller card and it was very choppy and slow. I than plugged in my CD-burner to test the controller once again, and it took twice as long to burn a CD (it took 10 minutes instead of 5 to burn a CD at 12x). What is the problem? I am using the IDE cable that was supplied. The cable has a blue end on it for ATA66 HD support (I think thats what it means). Is this part of the problem?
 
On the ATA66 cable, the proper setup is Blue end into the mobo, far end connector for the master, and middle is for slave device.
