Signs of a dying monitor?

My parents are concerned that their monitor is about to crap out on them. It is an old Gateway Vivitron (Trinitron) 15 inch monitor. Basically, they are starting to see horizontal lines across the screen and the picture is not well defined. Are these the signs of a dying monitor or maybe the video card? I haven't seen it for myself, so I apologize for the poor description.
 
It's definatley the monitor. My 14" no-name died a similar death after only 1 1/2 years of service to me.

It's a great excuse to go out and get them a 21" monitor now, isn't it?
 
Especially since I don't have to buy it, too. I guess I'll be picking up one of those Samsung SyncMaster over in the hot deals forum.
