Significant figures question

Do I have it right?

2,000=2x10^3, therefore a sig fig and a three place holder zeroes.

2.00 denotes it is 2, but is precise to hundredth place, therefore it's three significant digit.

2.350x10^-2 and the ending zero states it's precise to four digits, therefore 4 sig digit. The answer key says it's three sig fig.

Am I right ?
