Significance of a gesture

In a lot of Anime's you'll see a character pull the skin underneath their eye down and stick out their tongue.

I've always been wondering what this actually means.

Only one I know is sometimes they put a little water drop thing on their head, I think that means confused

I think the teardrop-on-head means a mix between frustration and amazement (the word I'm looking for escapes me right now - starts with a C, I think)
