Question Signed PDF can't even highlight or take notes

I'm looking at a PDF from the Library of Congress. The document is signed with SHA256 signature, no changes allowed. I can't even highlight on the damn thing. Any way to get around this? I just want to highlight and put comments in the document.

It is possible there isn't any text in the document to highlight (i.e. it is a scanned image file encapsulated within a PDF file).

What PDF software are you using to load the file?
