Si-120 + a 60CFM fan , good enough for a heavy opty OC?

I don't have an Opty 165, but I have my wife's Opty 148 OCed to 2.62GHz. It has a SI-120 on there with a Sanyo Denki 120x38mm fan that's rated at 108cfm @ 12V. It's on a fan controller, and it maxes out cooling at ~40-45 cfm. So I'm sure that setup would be fine for you.
 
It should be fine. I think you're going overboard on the CFM, but the akasa range are good, as are yate loons. I've got two 1400RPM akasa fans and while they are noisy at full speed it's all air noise rather than bearing, and undervolted they are very nice. Yate loons would be my first choice, but i couldn't find them for love nor money in the UK.

I'd just slap a nexus on it, but you don't seem to be as anal as i am about noise 🙂

They show how more than 60cfm will give very little performance gain with the SI-120.
The XP-90Cu does gain with high cfm but at a serious increase in dBA.
At high cfm the XP-90CU will perform better than the SI-120.

The real benifit of going over 50cfm with your selected sink is board cooling.
If your going all the way, sink the MOSFETS that serve the CPU because the 60cfm you
speak of will really help maintain their temperature if they are sinked.
Why sink the FETS?? To keep the prodigious heat they WILL generate during long term
OC from transfering that heat to the capacitors that serve these FETS.
Google sinking MOSFETS.
Why should one have any concern about cap temps?? Do some homework over at

i'm running a 148@2.97 with an SI-120 and a medium speed panaflo and have been for about 3 months now, 24/7 no problems.

i fold.

I think the best option here is to control the speed of the CPU fan dynamically based on CPU temp using either your boards BIOS controls or SpeedFan, and set you desired CPU temp to around 50C. This way you will have cooling performance when you need it and the lowest possible fan noise at idle.

For the fan I would probably go with this high quality Delta. Sleeve bearing fans like Yate Loon/Nexus are fine for case cooling but something as critical as your CPU I would opt for a better fan.
 
Get the DTB (Delta Triple Blade fan that Operandi linked to (the 120x120x38mm one). The DTB fan pulls little enough juice so you can plug it into a mobo based fan header. Then, if your motherboard has CPU fan speed control capibilities, you can have the best of both worlds. Good airflow and lots of quiet. Note: you never get high airflow and quiet at the same time (unless your deaf).
