Shuttle SK21G wont restart or go into bios, have to power off then start back up.

1gb Corsair Value memory pc3200
120gb SATA Seagate
Latest Bios flashed
Running XP media edition.
Sempron 3000

If you try and restart from windows or even a hard reset, it will not go past the XPC screen. I have to shut the power off, then turn it back on to either reboot or get into the bios.

Cleared CMOS, flashed to latest..etc. Also how can I view the POST rather than seeing the XPC screen?

Any insights to what is causing this thorn?
