Yeah. You have to pay the crew to operate the piggybacking equipment. The crew to operate the 747. The crew to sit in the shuttle in case it needs to be jettisoned. The crew to operate the piggybacking equipment at the OTHER END. The crew to re-inspect the shuttle at the other end. It's not an easy process.
