Shuttle AK32 stops on POST

I'm having problems with a Shuttle AK32L ordered from Newegg. On POST I get a single long beep which repeats every few seconds, which I'm told is the generic "board or power supply problem." This is the 3rd board I've ordered since my old board died (presumably killed by my old PSU) and it's a replacement for another AK32. I've also tested my CPU (XP1600) on another board and it works fine. I've also removed all unecessary components for getting past POST and I've tried 3 different video cards.

I doubt that a retailer with such a good reputation would send me 2 bad boards let alone 3. So now I'm suspecting my new power supply (a cheap one, supposedly 400 watt) though I've have tried the board with an older ATX PSU from a working, old HP with the same result. I'm wondering if that HP PSU provides enough juice as I can't tell from the label (I must admit, I'm not very experienced with power supply issues and do not completely understand the labels). The board manual says the PSU should supply at least 720mA and +5V on standby. Could this actually be an issue?

Are there any other possible problems? Are there any known issues with this board that could cause this? I don't have easy access to different ATX power supplies or SocketA motherboards. I appreciate any ideas.
