I had a 591P, it was a good, stable board... Make sure you have the correct PS2 mouse cable; shuttle wired theirs differently than most off the shelf cables (like the one Belkin makes that you can buy at Best Buy) Also you need to make sure that the PS2 mouse connector is enabled in the BIOS. I think it was in the advanced settings, and not the Integrated Peripherals section. 
For using a serial mouse, make sure whichever one you want to use is enabled. Also note that COM1 and 3 share IRQ4 and COM2 and 4 share IRQ3. This is only a real concern if you are using a hardware modem in non-pnp mode.
