I had posted HERE thinking that the chipset drivers were the problem I had to machine shutdown but having installed them I still had problems. The machine would keep the PSU running even though windows appeared to SD properly, although, there was no message saying 'it's safe to turn off your PC'.
Anyway, I solved it by downgrading to the Bios release previous to 013. 008 I think.
While it might not work for you if you need the 013 BIOS, if you are experiencing S/D problems then try it.
Hope it works for you too.
BTW, have told Asus but don't hold your breath.
In fact, as we can add a poll, if you have S/D issues let us know if 08 solved your problem.
