shutdown problems in win98 se

hope someone can help me out, cuz this is getting annoying...

Windows 98 won't do a soft power down anymore... I have to switch it off manually myself by holding the power switch on my case for four seconds. I think the OS itself shuts down, because it stops sending a signal to my monitor, but i'm not sure. It started doing this all of a sudden (possibly after i updated a driver? i don't know which one though...). In other words, it was shutting itself off before just fine, so I dont think it's a jumper type issue on my motherboard. Any suggestions? I'd like to be able to fix this without having to reinstall all my stuff... thanks.
