Shutdown problems in Win7

So I recently gave a new HP desktop with Windows 7 on it to someone and now they are reporting that when shutdown is clicked, it restarts instead.

Any ideas how to fix this short of a complete reformat?

If it is actually crashing on shutdown:

There is also the power button action which may be set to restart, however is should actually say restart.

If it's crashing run whocrashed and ID the problem. http://www.resplendence.com/whocrashed

Also try shutting down via elevated command line C:\Windows\System32\shutdown.exe /s /f /t 60 /c "System will be shutdown within 60 Seconds"
