Shutdown Problem

My friend recently assembled a Athlon-based system, consisting of a Lian-Li PC60 case, Enermax power supply, Iwill KK266, and Athlon 1.4. The problem is, when shutdown through Windows (2000) rather than using the power button to shut it down, instead of turning off, it turns off momentarily then begins a series of restarts about every two seconds. All of our power cables are properly connected, the case switch controls have been checked on the motherboard. Anybody heard about something like this or know what could cause this problem? Thanks.
