Shutdown Problem in XP

When I try to shut down XP Pro I get a message about a DEVLDR file or something not shutting down
and the only way I can exit is to power off. I also get a message about other user's still being logged on
and no one else is on. I did a file search on the above name and have no idea what it is or how to fix the problem.

Any help is appreciated
