Shutdown Porblems

I recently built three computers for friends and family but none seem to shutdown properly. I get teh windows shutdown screen then a black screen with gold writing saying "It is now safe to shutdown your computer." I then have to switch teh power supply off or the surge off to turn the computer off. I don't know what I am doing wrong. One computer is a dual celeron 400 running win2k and two p3 533 running win98. Please help me? It is really a pain to turn off the power supply.

well this is classic w/ a win98 machine go to MS's website and search for the shutdown patch but it doesn't always work but it might
and about the win2k machine i have no clue
