Shutdown missing on XP start menu

Got a strange problem. When trying to shutdown WinXP, there is no shutdown icon on the start menu. Only undock and logoff. When clicking logoff, get the logon screen with the shutdown option. Another strange thing, if doing ctrl-alt-del, get the standard screen with everything greyed out except Cancel.
The ID is an admin ID and belongs to groups admin and users. Fast user switching is disabled. Created a new admin account and everything worked just fine.

Any thoughts what is wrong with this account?
