Shutdown button on XP Welcome screen

I have two computers with Windows XP installed, but for some reason one has a shutdown button in the bottom left corner of the Welcome screen and the other does not. Is this a toggle option somewhere? Both have APM turned on in the Power Options.

If anybody read this and wondered what the answer was it's in Administrator Tools, Policies, and its an option in there under Security. "Allow shutdown without logging on" or something to that effect.
