Shut Down Screen

Loading a new system. Asus MB CUV4X, ATI 2000 Video, Intel celeron 633, SB live sound, HD Samsung SV2042H, 128 M RAM.
At some point after loading much software (I cannot determine when) I lost the shut down splash screen AND the message that it is safe to turn the power off. The two logo files are ok in the windows directory and have checked their contents. All OK.
Any suggestions here would be appreciated.
 
What version of Windows are you running? If it is Windows 98, there are critical updates at the Windows Update site.
