Shut-down problems

When shutting-down under Windows2000, I seem to be left with a "blinker", nothing else.

What I mean by blinker is, look in DOS, and you will see a blinker going on and off where you are meant to type.

This just happened all of a sudden and I dunno what the cause of it is, I've always just shut-down and the computer would turn off and the monitor would go into standby.

Does anyone know a fix for this?
