Shut down problem?

My friend is having problems shutting down. She is using Windows 98, NOT Win98SE, and when she goes to shut down she says it gives her that gray "screen mesh" over her desktop like its going into the shut down dialog, then it dumps her back onto her desktop again like nothing happened. Any ideas?
 
Might also go into "control panel" and dis-able any WAV file for Windows shut down...it might be corrupted.
