Showing the Programs Menu Full Size

In Windows 2000 Professional,

When I click on Start...Programs I get a partial program list showing most (but not all) of the programs I have installed. At the bottom of this list is a double arrow and if I click on this the program menu expands to show all of my programs.

This happens even when I go into the individual shortcut groups. For example when I click on Microsoft Office I see the last couple of applications I used and I have to click on a double arrow to see the rest of them.

Is there a setting that I can change to make the whole program list show up right away? The list of programs isn't very long so it's not like Windows has to compress it to fit on the screen.
