Shower not getting water

A recent purchase of an updated older home has a surprise. After closing and having the water turned back on the shower in the master does not get water when one turns it on. The toilet works, the sink works, both hot and cold. During the walk through it worked great. The lines for the shower has a cut off and both hand c are on. No water coming through. No other water issues in the house. Ideas???
