"Show Files" in Program Files, Win2K - every time?!?!

Is there any way to tell Win2K to show me the files in Program Files automatically, instead of having to click "Show Files" every single time I start Windows? If I disable web content, it'll do it, but then I lose the thumbnail section where it shows me file names, sizes, dates, or thumbnails if the file's an image. Is there a registry key anyone knows about? On Win98SE, the Windows folder was protected like this, but not Program Files.

rename folder.htt (in program files) to something like folder.htt.old

you can also edit folder.htt to say something like "SHOW ME MY !@#%!@# FILES DAMMITT!!!!!!!!!!:|:|:|"

Well, nothing in Folder Options -> View works, even showing all the protected system files and stuff. Nor does the renaming of folder.htt - it just makes it the same as if I'd disabled "Web content" - it takes out the context bar on the left.

Any other ideas?
