Shouldn't this PSU be sufficient?

For an AMD sempron 64 system? Problem is I keep hearing about this 15-18amp thing for the 12v rails and I'm wondering where does it say this on AMD's website? I'm just unsure if this power supply would be sufficient for my friend's system because I have two 350 watt PSUs that seem to really struggle with booting up (I don't have much in there) but I just don't know since they ARE noname brand PSUs...

Reliable yes, but I just keep hearing about this 15a/18a crap that is required. These power supplies (the no name brand ones) are 12a and 10a on the 12V line...
