Should you have to get a license to be a parent ?

Yes. And put me in charge of distributing the licenses. I know a lot of people that I hope to God don't procreate.
 
Absolutely. There are places where you need a license to own a pet, fer chrissake. Someone of appropriate age and with a high enough IQ (nothing outrageous, let's say 110) could hypothetically saunter down to the DMV to get said license (for free). Ideally this would go along with a way to non-permanently sterilize people at birth, which would be revoked upon receiving said license. Because the way it's headed now, we'll be back to living in caves and grunting at each other in a few hundred more years - if we don't blow up or otherwise ruin the planet first.
 
Nah, I think it'd be too much government interference. The right to procreate is considered one of only a few fundamental rights under the Constitution and any law regulating that has to pass strict scrutiny review, and very few laws do.
