Should there be a www.donotemail.gov ?

yeah, but then someone would hack it and all the spammers who dont care about the law anyway would just spam everyone who is on there anyway.

Impractical.

With the number of emails being registered daily, the database would be immense and outdated within days. Land lines and cells are more easily controlled.
