After Kofi Annan is gone, I believe that there will be some major changes (reforms) at the UN. Two changes I would propose is for the formation of a Military Command Center and a Political Crisis Management Center.
The Military Command Center would work much like NATO. However, it would have a special reaction force that could be deployed within 30 days of a major conflict. This force would also serve as a permanent force, available to the international system should it be deemed necessary.
Security Council should form a monitoring committee to see which international laws are being broken, and where. This committee would usually respond to the severest situations. If need be, it should be able to relieve the current gov't of its duties, replacing it with career diplomats/crisis managers who would come in as an interim gov't. Once the situation has cooled, an assessment committee will determine what political steps need to be taken to get the nation back on track. In essence, this division of the UN's SC would be not unlike the managers that come in to fix bankrupt/failed companies.
If nicely worded and given carrots, many nations should sign up to this. We already have the International Monetary Fund and World Bank, this should complement the former two.
