Should the United Nations have a Military Command/Interim Government Center?

After Kofi Annan is gone, I believe that there will be some major changes (reforms) at the UN. Two changes I would propose is for the formation of a Military Command Center and a Political Crisis Management Center.

The Military Command Center would work much like NATO. However, it would have a special reaction force that could be deployed within 30 days of a major conflict. This force would also serve as a permanent force, available to the international system should it be deemed necessary.

Security Council should form a monitoring committee to see which international laws are being broken, and where. This committee would usually respond to the severest situations. If need be, it should be able to relieve the current gov't of its duties, replacing it with career diplomats/crisis managers who would come in as an interim gov't. Once the situation has cooled, an assessment committee will determine what political steps need to be taken to get the nation back on track. In essence, this division of the UN's SC would be not unlike the managers that come in to fix bankrupt/failed companies.

If nicely worded and given carrots, many nations should sign up to this. We already have the International Monetary Fund and World Bank, this should complement the former two.

hehe actually I agree with alot of what you said there dari :)

the problem is that a change that big reqires alot of time and before this would happen then veto power must be stripped from all those who have it in the security council and some prevention methoods and punishment system for countries buying votes in the council. The proposed change someone brought up earlier that France and UK be removed and replaced with the EU and Japan, since this change would be many years from now so I'm hoping that the EU will have gotten their act together by then.

Another thing that would be nice if that decisions for offensive actions authorized by the UN would always be based on the laws and not on politics.

Yeah, politics has a way of bending the truth or producing hazy (skeptical) visions. Perhaps these two centers should be independent of the SC.

And who would then man these two "centers"? Martians? Saints pulled from the Ivory Towers? The UN will always be "political" because that's inherently how states interact. Now matter what it will be a competitive, often dangerous world out there and states will act accordingly no matter what the forum or rules.
