Should the PSU fan come on right away?

Just like the topic says.

I have nothing hooked to the PSU, I just installed into my case and plugged it in. The fan does not spin?

Is my PSU dead?

You see Im a newbie builder putting together the rig below...I thought the very first thing I needed was toast!!
 
The power supply gets the signal to turn on through the mobo which in turn gets the signal when you push the momentary switch on your case. The 5v signal comes from the psu > to mobo thru 20-pin molex atx power cable > to 2-pin case power button connector on mobo > then it sits on the case momentary power button. When you press the power button, you complete the circuit by providing a path for current thru the power button > back to the mobo > then back to the psu thru the 20-pin molex. Then the psu comes on and fans spin and all is well.
 
Asus has something they call "Q-Fan" which adjusts the cpu fan based on the cpu temperature. It probably takes a little while to get your cpu temp above that threshold from a cold boot.
