Actually Bush Sr. gave a slight head bow to the Emperor of Japan while he was president, and he was excoriated for it.
A full bow to the waist is not a gesture of respect. It is one of subservience.
This isn't a really big deal in itself, just YAOG (yet another Obama gaffe) which goes to show just how completely inexperienced and over his head he is.
