*cough*

i would like to throw a wrench in this topic and kindly remind people...

We have had several "unlocked" xeons in the past.

For the workstation line.. W3580 (980X) W3570's were most definitely unlocked.
W3680 was the refresh to counter the 990X

For dual processors we have had 1 unlocked 5500 series and 1 5600 series.
I dont remember the exact number but they were designed for the SR-2.

Will intel do it again?
Probably no... when we lost things like FSB and BCLK and now are dependant straight on a multiplier... it was a sad day for us overclockers...
