Should I use Shockwave Instead of Directx or OpenGL?

Recently, I have been working on a project which involves graphics.

Requirements
- I need to show 3d representation of US/some offices
- I need to be able to use httprequest/xml parsing

I understand directX/openGL is way more powerful in graphics, but my project is not that graphic intensive. All I need to show is a 3d building/map. With shockwave, the user can access the software through the internet. With shockwave, I don't have to worry about users having a Mac or Windows and most importantly, I can come up with a product quicker with Shockwave.

So how is Shockwave compared to DirectX if I'm planning to have low quality 3d graphics?
