Should I take off the metal plate on top of my CPU to cool down my temps?

So ya, I'm running my 3400+ NewCastle oc'd to 2640MHz from 2.4GHz, and my idle is 49 degrees C and load gets really hot. My vcore is at 1.65v and fluctuates up to 1.75v. I read here sometime before that many have taken off the metal plate from the top of the CPU to allow their processor to run a bit cooler. I remember hearing that temps dropped anywhere from 5-10 degrees C. Now, is it difficult to remove the metal plate? How would I be able to remove it or what would be the safest and most efficient method in its removal? Any help would be extremely useful. Thanks.

Specs:

AMD Athlon 64 3400+ NewCastle @ 2640MHz 1.65vcore
DFI LanParty nF3 250Gb Socket 754 Mobo
Corsair ValueRam 1GB (512MB x2) DDR PC-3200
Zalman CNPS7000B-Cu Cooling Heatsink Fan

You mean the heat spreader that allows the heat to be dissapated over a larger area and cool quicker? No, that would probably be a very bad idea...

As I recal they used a razor to edge it up. May be wrong though. It lowers by at least 3c but I wouldn't do it unless you can afford to get a new one. Its doable though.
