should i send the hiring manager another letter to reiterate my strong interests, or do you think it's too early or annoying? he said that they would get back to me later this week... i just want to make sure i'm not too passive. i felt like i had a good phone interview.

if he said they would get back to you then you should wait. you've already sent your follow up letter. any other action would be annoying or make you seem desperate.

YES, I would send a follow up every week. Believe me, it works. Every time I've done it, I've gotten the offer. When they're considering several different people, the one who repeatedly shows his interest for the position will get it.
