serious answer: its not required. If the fronts look like they are wearing more than the rears than go ahead and switch them to the back, or vice versa. You can rotate them anytime. Sometimes going diagonally can be tricky as some treads are designed to go in a specific direction in order to shed water properly.

Rotation has nothing to do with a brake job other than being convenient as the wheels are already off. I rotate every other oil change. Most people rotate 7,500 miles (plus or minus a bit). Many tire shops such as Sams Club or Costco include lifetime tire balancing and rotating. So the answer to your question is: Rotate if it is near the mileage to rotate. If you are using Radials, which is about 95% of all the tires made, then rotate front to back and back to front. Diagonal rotating is not recommended as it will often cause a pull left or right.

Rotate as directed in the owner's manual. AWD cars have different rotating instructions than FWD, etc.

For my B6 Passat, 10K miles service interval is too far apart for rotating tires; they get really noisy despite having what appears to be plenty of tread left. Now it is every 5K for me.
