Should I rat out this person?

So I have this guy in my class for two quarters now, and during tests, we are seated alphabetically. Because of this, he sits next to me in both classes during tests. He would blatantly just look at my test during exams, and at one time, he even tried to get my attention, going "Psst!!" It is highly distracting. So do I rat him out?

I wouldn't do that, but I would give him a nasty look and tell him to study. If he hassels you, next time you can loudly tell him to "stop looking at my paper".
 
Don't be an a-hole and rat him out. Your talking about getting that individual at best a zero for one or more classes. Simply tell him that you do not appreciate the position he is putting you in by looking your way during tests. He could potentially get you in trouble too so just make it clear that if you notice him looking suspicious in the future you will have to report him to protect yourself.
