there are MANY people who add mod chips to their gaming consoles to be able to keep backups of their games, and get faster loading times... if mod chips were only used to play pirated/illegal games, then they wouldn't be legal, now would they. whether or not that is his purpose i can't be exactly sure. but if he asked for help with choosing a gun, you wouldn't assume he was going to kill someone with it, so why do you assume he's going to use a mod chip for illegal activities?

I have mates who have had to buy games again as their originals have become scratched to hell. Being able to copy the original and use the backup dvd with a mod chip would have saved them a lot of money.

Moding voids your warranty; Put that factor assign I suggest modding really.
Modding allows you to play imported games (PAL/NTSC/NTSC-J); backup games you bought so they can be kept safe; Watch all region DVDs.
Which is a nice list of features.

I've have my PS2 modded for 3 years. No problems so far
