Should I leave negative feedback?

I recently purchased 2 hard drives from another forum member. My problem is that when i hook them up one of them is seen as "ROM MODEL--SABRE--" (sees half capacity and cant be partitioned/formatted, i found this means that there is something wrong with the firmware and is not fixable) and the other one is unable to be formatted (although it POSTs ok and Windows recognizes it, an OS cant be installed on it).

I already left him positive heat (my mistake, i should have tested the drives first)

He says he is going to refund the shipping cost for my RMA for the first.
I just PMed him about the second. he's not on so no response yet.

If he refunds me the shipping costs to RMA the drives should I still give him negative feedback considering both drives were defective?

I would have just asked for a refund completely but I already have an advanced RMA in progress for the first drive.
