some of the large defense companies keep placing out listings and I've submitted my resume several times without a response. Should bother to keep submitting even though there is no response?

Submit once. They put you on file.

If you don't get a response, either they don't need you or your resume sucks.

big companies tend to insulate themselves very well. There isn't really a phone number to call. The times I get a live person on the other side of the email, they give the same line, submit via web to an automated system.

market yourself and follow up... sometimes you need a cold call. It doesn't hurt to be too aggressive.

try doing things that will boost your resume like learn a new useful programming language or get a less prestigious job to gain more experience.
