I know for Intel mobos if your CPU overheats it drops the FSB down to lower the CPU Frequency to help cool it down. I would assume it does the same. I don't use it on my board.
 
that setting is for how much of your cpu is active when you suspend to ram.. when you suspend to ram with tt set at 50%, the cpu power consumption will be 50% of its original. if a 50% reduction in clock speed yielded a 50% reduction in power consumption, the clock speed would be half of what it was.. however, the actual relation isn't linear.
