Should i go about into challenging this issue?

I want to move on to my network administrator position to an (unbroadcasted) Network Engineering position

Another employee has already recieved the title for the position(in a different department), unofficially, which i heard though the grapevine

I KNOW my skill level/experience > his


how would i go about in challenging him(for it) in the most civil manner?

Rock paper scissors always worked for me. If its a matter of life or death then its "one potatoe two potato" but thats just a given..

Is the other employee actually doing the job? If you are equally qualified, or you are more so, then the person responsible is making a mistake. In office politics, it's not the most qualified that gets the position, it's usually the most connected... Tread lightly.

Um, you're an asshole if you challenge the guy who got it. Like it's HIS fault he got a promotion?
