Should I get the Tamron 28-80mm or the Canon 18 - 55 non-USM

I personally love my Tamron 17-50 f/2.8 lens. However a $450 lens may not fit all budgets. The Canon stock lens will work, if you understand the downsides. I see you've chosen two lenses for less than $100. The "nifty fifty," aka the Canon 50mm f/1.8 is quite popular and is only about $70 new.

What's your budget?
