There's always the "sponge off a floormate" arrangement but that wears thin, fast.
I voted for using the school's printers, at least for the first semester after doing a trial run. See how much printing you end up doing, at what times do you end up printing ("I print at 4pm" vs. "I print at 4am"), how easy/hard is it to get at the lab printers, etc. Then if it seems like having a personal printer is a big benefit, go for buying the printer. By then, the printer might be cheaper, you'll have used up some of the 400 free pages you'd have otherwise not used, and maybe you'd already found a willing floormate to share theirs.
