I know software reporting for PSU voltages are usually way off but SpeedFan is showing the following voltages

vcore1 : 1.12
vcore2 : 1.87
+3.3 : 3.36
+5 : 4.95
+12 : 2.56!!!!!!!
-12 : -16.64
-5: -8.27
+5: 5.11
Vbat : 3.09

I tested one of the Molexs and its showing 12.25V so that means the mobo isnt getting the voltage, right?

The PSU is a TX650W from Corsair and the setup is as follows

4GB (2x2GB)
Q6600
 
Once again... Software should not be trusted. If the +12V was really +2.56V, your PC wouldn't even post.
 
the mobo is getting all the voltage it needs. It is just the wonderful software being itself and not reading things right.
