Should employer control employees smoking at work?

the only big problem I have with it are in cases like mine, where both my bosses are smokers.

all the smokers can pretty much get up and leave to take a smoke break outside in front of the building whenever they want to, but if a non-smoker were to take a break to get some fresh air, he'd get yelled at.

if I were a manager, I'd say everyone gets 2-3 15 minute breaks throughout the day. use them to do whatever you want.

but as it is now, we have some people who take 6-8 15 minute cigarette breaks throughout an 8-hour shift.
