yes, but assholes may think it's OK...they may think talking to a friend about a game that just went on, or whatever gossip might be OK to them, but not you or me....there asshole levels differ.

That by itself should be enough to permit the use of jammers by such facilities.
As for restaurants and theaters...I'd LOVE to see those places enable jammers as well...just because so many ig-nant people insist on being ass-hats about their cell phone usage in those kinds of places...but it'll never happen, and (sigh) for very good reasons. Needing to make a GENUINE emergency phone call, such as a medical emergency, or even to receive such an emergency call will prevent jamming from happening in public places...BUT, (as was already mentioned) waiters and movie ushers should be issued cattle prods for use when some moron is blabbing away about the chick he met, the score of the big game, how her boyfriend dumped her, etc.
Save those kinds of calls for later...(don't hold your breath though...it's usually the same idiots who you see trying to text while they drive.

there is no reason or purpose for a civilian to have a jammer and there is too much potential for illegal uses

Then quiet places need no talking on phone policies. If you are talking on a phone, a waiter (or someone) will come over and tell you to quit. Give it a few years and it would become part of our culture to not talk in quiet places.

Exactly. It would actually help criminals A LOT if they could easily get cell phone jammers. It's much easier to rob a bank when no one can text for help.
