Should an RMA take 3+ weeks to get back?

My power supply on my HTPC blew for the second time. I RMA'd it once and they got a new one out to me in about a week. This time however It has taken over 3 weeks and I have yet to see a power supply let alone any update information about it from Antec. I emailed them and they say it is on backorder, couldn't they just ship me a whole new case? (Case came with powersupply) I wouldn't complain, but the fact that only this power supply works with my case, means that I cant go buy a replacement for it.

yea when I rma'd a video card it took about 3 weeks, since they didn't do advance exchange.

HDD RMA took a month and a bit. Granted, I complained, and Seagate bumped my 300GB to a 400GB for free.

HDD RMA to the retailer (not MFR) took me one week (from me sending to me receiving) ¬_¬
