It is quite possible that China may end up stopping Nvidia's purchase of Arm from Softbank. If that happens, do you think that AMD should step up and purchase the ARM assets?

No. ARM should go back to being an independent British company.

Well, now that they are owned by Softbank, who paid big $$s for ARM, there is no mechanism for them to become an independent company again. Softbank isn't going to just give away the subsidiary for small $$s.

I dunno, Softbank's investment into Sprint and then the Sprint-TMo thingy had their deep pockets starting to become shallow. BTW, Softbank is a Japanese-HQ'd conglomerate, isn't it?

I'm a little salty they went private so I'd be OK if they went to AMD or I could buy their stock again
