Should a side case fan be blowing air in or out?

Should a side case fan be blowing air in or out? my friend's comp is idling at 55 degrees C on a mobile barton not overclocked at all yet. i'm gonna get some arctic silver for him since the other crap he used sux.

its weird, because i have the side case fan set to blow air on and its located right over the cpu. the cpu fan has air blowing out, so wouldnt that screw up the air flow inside the case, thus keeping more heat trapped in?

It shouldn't be RIGHT over the CPU. Did it come that way? The idea is to keep hot spots from forming and to compensate for the fact that 1 or two low intakes in the from of the case will have dissapated flow by the time any air from them gets to the mobo.

the only time a hole should be cut right above the cpu on the side panel is when you plan on doing a duct setup to let the cpu HSF suck air from the case exterior.
Otherwise putting the hole over the expansion card area is better.
I have a 92mm hole cut where my video card and pci cards are and use it as an intake. put a grill on the outside and put a filter on the inside. and my temps dropped considerably.
