Shortcuts wont work !!! serious problem

Ok heres the problem i'm hoping this time someone has the answer.

I have a few shortcuts that wont work yet if i run them as another user they work fine does not matter how many times i uninstall and re-install and delete reg entries and so on still wont work yet as soon as i run shorcut as another profile it works ?.

When i mean another user i mean i right click then run as now if i log out then in on that other user the shortcut dont work but if i log in as another user then try and run as another user it works (hope your keeping up with this).

Im running Windows XP PRO.
 
I think I followed what you are saying 🙂

Have you check the 'security' tab after right clicking on the shortcut icon & program itself, selecting properties? To allow the users access to it?
